Grievance Redress Mechanism for the i-DICE Programme

Context

Gawani Africa, in joint venture with Kolle-Ban Limited, was contracted to design a Grievance Redress Mechanism Implementation Framework for Nigeria's Investment in Digital and Creative Enterprises programme.

Challenge

The programme spans a complex multi-stakeholder environment: beneficiary selection covering nearly 200,000 young people and 75 enterprise support organisations, fund management across regional hubs and high expectations for youth employment. The challenge was to establish transparent and equitable pathways that address concerns promptly, minimise the risk of favouritism and reduce perceived bureaucratic delay or regional concentration of resources.

Approach

We conducted an in-depth desk review of programme data and established a design collaborative working group through structured stakeholder mapping and analysis. We then prepared data-gathering tools to characterise existing conflict resolution dynamics and prospective grievances, conducted 16 to 20 stakeholder interviews and completed a comparative benchmarking study of similar mechanisms to finalise a requirements document.

We designed process flows spanning the full value chain from reception and acknowledgment through investigation, resolution, satisfaction tracking and documentation management. The core framework was co-designed during a full-day in-person workshop that defined the grievance committee governance structure, institutional hosts and operational tools, then refined through management review and a virtual validation workshop.

We developed a rollout implementation plan, a monitoring and evaluation framework with key performance indicators, and a digital integration strategy setting out user requirements for submission and tracking tools. We also produced training modules covering grievance procedures, problem solving and conflict resolution, and ran train-the-trainer and stakeholder capacity-building sessions.

Outcome

The programme received a validated framework ready for implementation, together with a detailed rollout plan, a localised monitoring and reporting structure, a digital integration strategy and a post-training evaluation report.

Sustainability

The framework includes a structured feedback loop that analyses documented grievances to identify systemic gaps in programme design. By integrating with existing local governance structures and providing tailored training for administrative personnel, the mechanism supports long-term institutional accountability and early course correction.
