Context
Following Nigeria’s commitment at the 2021 UN Food Systems Summit, there was a need to translate the National Food Systems Transformation Pathways into an actionable implementation strategy. The work focused on aligning Nigeria’s national growth priorities with a more sustainable and nutrition-sensitive food system.
Challenge
The Pathways covered several interrelated priorities. The challenge was to move from high-level commitments to a practical implementation structure, with clear roles, financing priorities, accountability systems and measurable indicators across six solution clusters.
Approach
Gawani Africa, supported by GAIN, led the development of the core implementation strategy and governance framework. The team identified key development partners, estimated implementation costs, clarified resource allocation needs and developed KPIs to track progress.
The process included extensive stakeholder consultations with more than 4,000 actors across government, the private sector, civil society and development partners. These consultations clarified institutional roles, strengthened ownership and aligned implementation priorities.
Outcome
The implementation strategy translated Nigeria’s food systems commitments into clear, actionable steps. It established an accountability structure, improved coordination among partners and created a stronger basis for tracking progress across the six solution clusters.
Sustainability
By embedding measurable KPIs, aligning financing priorities and strengthening institutional ownership, the strategy positioned Nigeria to sustain progress toward a more resilient, inclusive and nutrition-sensitive food system.
